Description
The Smithsonian Institution is seeking proposals to furnish all necessary labor, material, equipment and supervision to complete exterior stone and window renovation at the Smithsonian Institution's Patent Office Building, Washington, DC. Work shall include, but not be limited to, the following: (i) installation, removal and relocation of temporary access scaffolding and protection; (ii) removal of existing window sashes; (iii) abatement and legal disposal of sealant containing asbestos and paint containing lead; (iv) installation of temporary protection of window openings; (v) repair of existing wood frames; (vi) fabrication and installation of new window sashes; (vii) repair of exterior marble, granite, and sandstone; (viii) cleaning of exterior stone; (ix) repair and modification to cast iron window frames; (x) preparation and painting of all sashes and frames; (xi) Installation of sheet metal and drip edges at cornices, bird deterrent devices, new door entrances; and, (xii) repair to existing historic doors, to include new hardware and new mechanical louvers. All work shall be performed in strict accordance with the Drawings, Volumes I and II, and the Specifications, pages 1 through 522, both dated December 29, 2000 for Office of Physical Plant (OPP) Project Number 943402A. The solicitation requests pricing for the Base Bid and five (5) options. Base bid and options shall be elaborated upon in the solicitation documents. The schedule of values shall be the Construction Specifications Institute (CSI)Divisions of Work, and shall include, at a minimum: General Conditions, Site work, Concrete, Masonry, Metals, Wood and Plastics, Thermal and Moisture Protection, Doors and Windows, Finishes, Specialties, Equipment, Furnishings, Mechanical and Electrical. Offerors shall be required to submit technical and price proposals and shall be required to provide financial data to support pricing and company viability. Offerors will be evaluated on their Plan of Accomplishment and Contract Time for Completion, Key Personnel and Subcontractors, Sample Installation, Firms Experience and Past Performance, and Contract Price. Offerors certifying as large businesses shall be required to submit a small business subcontracting plan, with emphasis on the maximum practical usage of minority, disadvantaged, and women owned businesses. Firms certifying as large businesses that do not submit a small business contracting plan may not receive consideration for award. A preproposal site visit shall be held prior to the date for receipt of bids. The date, time and location for the preproposal site visit shall be in the request for proposal (RFP)documents. The RFP documents will be available on approximately May 23, 2001. Written requests shall be on company letter head and contain full company name, complete street address(PO boxes will not receive responses) telephone/FAX number and the name of the person to be contacted. If this information is not provided, the Smithsonian Institution accepts no responsibility for mishandled requests. Drawings and specifications may be obtained from: Charrette Pro-Graphics, 1815 Pennsylvania Ave., NW, Washington, DC 20006, phone(202)625-0250, and reference project No. OPP 943402A, Exterior Stone and Window Renovation, Patent Office Building The cost of drawings and specifications shall be borne by the Offeror and this cost is non-refundable. Offerors shall be required to provide a bid guaranty of 20% of offer and the successful Offeror must provide a Performance Bond of 100% and a Payment Bond of 50% of proposed price. After selection, no award will be made until approved bonding is in place. The only method of bonding acceptable to the Smithsonian Institution is: (1) SF 25 Performance Bond and SF 25A Payment Bond (US Department of the Treasury Acceptable Sureties), (2) Irrevocable Letter of Credit issued by a member of the Federal Deposit Insurance Corporation, or (3) a Cashier's Check. The date and time for receipt of proposals shall be in the RFP documents. The estimated cost of this project is between $4,000,000 and $5,000,000. Offerors should note that the Prompt Payment Act, as amended, is not applicable to the Smithsonian Institution. All responsible sources may submit an offer which will be considered.
