Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the intentions of Headquarters, US Army Intelligence and Security Command to enter into 6 BOA's with 1) LearJet, Inc. Bombardier Aerospace Distributor Division, 2) Empire Avionics Corporation, 3) Rockwell Collins Inc., 4) Litton System Inc., Aero Products Division, 5) Voyageur Airways limited, and 6) AVTEL Services Inc. is the only solicitation; proposals are not being requested and a written solicitation will not be issued. This synopsis shall fulfill competition requirements for all calls placed under this BPA. Alternate items will not be considered. This NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The Purchase Request Number W81GNX-1047-9004 is provided for identification purposes only. Interested parties may identify their interest and capability to respond to the requirement or submit quotations. The Government will consider all quotations received within 5 days of publication of this synopsis; however, a determination by the Government not to compete this proposed purchase based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purpose of determining whether to establish additional BPA for this requirement. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. The associated North American Industry Classification System (NAICS) code is 488190 with the associated size standard of $5 million. The solicitation consists of the following: CLIN 0001, Materials, tools, required documentation, and skills to support modification and integration services for the de Havilland Dash 7 (DHC-7) for the mission critical Airborne Reconnaissance Low (ARL) program at Camp Humphrey's, Korea, Fort Bliss, TX and Hagerstown, MD. ARL Aircraft is non-standard aircraft maintained to Federal Aviation Administration (FAA) standards and regulations. A primary standard of the FAA requires all repair parts to be FAA certified. Additionally, Supplemental Type Certification (STC) of certain items is required by FAA regulations for both part certifications and approved test station. FOB DESTINATION.
