Description
The U. S. Army Soldier Biological and Chemical Command (SBCCOM), Natick, Mass. is conducting a market investigation seeking technical information on a Containerized Batch Laundry (CBL) which is to be used in conjunction with combat support field hospitals. The current CBL, which is used for non-medical field use, consists of two-50 pound washer/extractors, two-75 pound dryers, an M80 water heater, a 30-gallons per minute water pump, an ejection tank, an exhaust fan, and necessary hoses and connections. All components are stored inside a 20-foot (20 x 8 x 8) International Organization for Standardization (ISO) steel container. This system is capable of washing and drying 200 pounds of laundry per hour and is equipped with water reuse capacity capturing up to 30% of the water used. The system power requirements are 208 volts, 3 phase, 60 KW and is run using a 100 KW generator. The intent of this search is to see if there exists laundry equipment/systems that would improve upon the current CBL while addressing the following requirements: (1) Ability to wash and dry 200 pounds of laundry per hour in support of Combat Support Hospitals. (2) Reduce water consumption from 5,000 gallons per day to a goal of 2,500 gallons per day. (3) Have the ability to recycle more than 25% of water used with a goal of 50%. (4) Incorporate an on-board filter system capable of recycling water from all cycles or from rinse cycles (2) only. The filter system must be able to filter Bio-Hazards such as blood and other hospital waste to obtain a 4.63 photo spectroscopy purification rate or higher. (5) Incorporate manual controls for the washer/extractor in lieu of a computerized circuit. (6) CBL must be operationally compatible to run off generators organic to Combat Support Hospitals (100 KW generator). (7) The current CBL operates on 208/110 VAC, 60 hz, three phase power. The government is seeking information on the capability to operate on numerous power sources, such 24 volt DC, 120/208 volts AC, single and three phase, and 50/60 Hertz power with appropriate electrical connections in order to operate on tactical power or commercial power sources (foreign and domestic). This configuration would have a voltage switching capability to operate on both foreign and domestic current. (8) CBL shall have an integrated water heating capability that provides enough hot water to properly clean laundered items. The current water heater is the stand alone M80 water heater that is unreliable and cannot support hot water requirements for laundry and other operational uses. (9) Dimensions of washing machines and dryers shall not exceed four feet in width and 6-1/2 feet in height in order to fit in the container. (10) CBL shall be compatible with standard Army-powered heating and cooling systems used for a Deployable Medical System. (11) Equipment shall be operable in hot through basic cold climate conditions (120 F. to -25 F.). (12) CBL shall operate 20 hours per day, 7 days per week. (13) CBL shall have a system reliability of 85 to 90%. Proprietary information will not be disclosed outside the U. S. Government. Information provided will be used to develop specific requirements for future CBLs. Interested sources must respond, with information on their product (s) no later than 4 June 2001. Interested sources shall include information detailed in the CBD Note 25 regarding a firm's experience, personnel, and facilities. Information should include product cost, literature and illustrations, relevant company background and experience. Firms responding shall indicate whether or not they are a small business. The size standard 23511 for this industry is $7.0 million dollars. Any information submitted will not be returned. If a firm chooses to submit samples, no payment will be made by the Government for such samples.
