Description

NASA/DFRC plans to issue a Request for Quotation (RFQ) for MatLab Control Design Master Suite Licenses for the PC. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/DFRC intends to purchase the items from The MathWorks, Inc. of Natick, MA, under the authority of 10 USC 2304(c)(1)- Only one responsible source. The Government currently utilizes this design tool and it is imperative for compatibility reasons that these additional licenses be procured. The Matlab Control Design Master Suite is a unique product that allows control system implementation in a simple graphical format for real-time applications. The target for this software is a research testbed that will be available for the entire Controls and Dynamics Branch at NASA Dryden to host experiments relating to the autonomous ground operations of Uninhabited Aerial Vehicles. Matlab is the primary design tool used by the Branch, and is required onboard the research testbed to provide a familiar environment for the engineers to design and implement their experiments. The learning curve associated with any other design tool will negate the entire "rapid prototype" concept of the research testbed. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 22, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
