- This RFI is for planning purposes only and shall not be construed as a request for proposal (RFP) or as an obligation on the part of the Government to acquire any products or services. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this RFI and the Government's use of such information. Respondents of this RFI may be requested to provide additional information/details based on their initial submittals. The Department of Navy is seeking logistics support information on Commercial-Off-The-Shelf (COTS) Explosive Detection Equipment (EDE) capable of finding improvised explosive devices (IEDs) and Metal Detection Equipment capable of finding hidden metal objects in mail, parcels, cargo, vehicles, and on personnel that pose hazards to military operations. This request solicits vendor's information that fully explains their existing capability and logistics support availability. This information is intended to be used by government physical security / force protection and logistics management officials in their assessment of logistics support provided by the commercial market. It is requested that any party interested identify their equipment, explain its capability, and provide a detailed response to the survey below: a. Identification of the types of skills and quantities of personnel required to operate and maintain the system at the organizational level. b. Recommended lists of range, depth, and costs for all repair items and consumables required to support the end item including support and test equipment. c. Identification of all current sources of spare and repair parts (source/vendor lists). d. Plans to ensure availability of product, components, spares, and repair parts over the lifecycle. Plans to include the performance of Defense Logistics Services Center Defense Integrated Data System screening of system components. e. Identification of any government and nongovernment specifications and equivalent standards that are met by the system. f. Description of recommended data, documentation, manuals (system operator and maintenance), and training materials to be furnished. This includes proposals and pricing data for contractor-furnished support on a continuing basis and to assist the user in establishing any necessary in-house maintenance and training programs/facilities. g. Identification of proprietary items and data rights. h. Any past quality history data on the product, e.g., acceptance test records, customer references, and warranty claims. i. Certification that the product meets health and safety requirements j. Description of proposed warranty procedures. k. Identification of unique warranty provisions or procedures that would inhibit or preclude organic organizational level maintenance. l. Availability of contractor engineering technical services. m. Description of computer or manual maintenance feedback system. Detail how failure rates are tracked and how the government may have access to such system. n. Description of unique facilities, shelter, and environmental compliance requirements for your product. o. Identification of packaging, handling, and transportation requirements to include customs clearance, hazardous materials, and nuclear sources associated with your product.
