Description

D -- The Department of Justice, Justice Management Division, intends to issue a purchase order, on a sole source basis, to Vigilant (Vigilant) Services of Lorton, Virginia, using Simplified Acquisition procedures. Vigilant will provide special reports necessary to complete the implementation of the Voyager Acquisitions module from Endeavor that includes purchase orders and various budget, billing, and status reports. The contractor will provide ISDN access capability needed for report development. Vigilant has experience developing reports in the Voyager environment using Access as the front end software for an Oracle database. Vigilant will provide expertise to support the testing and integration of the product as well as development and production of the documentation. Vigilant also has the requisite knowledge of the Justice Library operations. The project will be divided into two phases with the specifications for Phase II to be developed after successful implementation of Phase I and will focus on additional reports critical to full implementation and on customer requirements for data access. The proposed actions is for supplies/services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The Government believes only one esponsible source can provide the supplies/services that will satisfy the agency requirements. This notice is not a request for competitive quotes but responses on or before May 18, 2001 will be evaluated. A determination by the Contracting Officer not to compete this proposed action based on responses to this notice is solely for the purpose of determining whether to conduct a competitive procurement.
