Description

This is a combined synopsis/solicitation for Commercial Services/Supplies prepared in accorandance with the format in FAR 12.6, as supplemented with additional information included in this synopsis. This announcement constitutes the only solicitation. The North American Industrial Classification Code 514210 and its size standard of $18.0 million apply to this announcement. It is the intent of the National Library of Medicine to negotiate on a sole source basis with the American Society of Health-System Pharmacists (ASHP), Bethesda, Maryland, for a perpetual License Agreement covering the use of data from their International Pharmaceutical Abstracts database in its online information retrieval service, TOXLINE. ASHP is the sole proprietor of the copyrighted database. It also has the requisite knowledge and experience to continue delivering the needed information from already existant databases. Data from the contractor for 1965 through December 2000 is currently maintained in the TOXLINE files. The NLM would experience an unacceptable delay and substantial duplication of costs should another source be used to reproduce the data collection already in place at ASHP. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 24. The following provisions apply to this announcement: 52.212-1, Instructions to Offerors -- Commercial; 52.212-2, Evaluation -- Commercial Items; 52.212-4, Contract Terms and Conditions -- Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items. 52.212-3, Offeror Representations and Certifications -- Commercial Items must be submitted with responses. This is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible and responsive sources may submit a proposal which will be considered by the NLM. Firms interested in responding to this notice must be able to provide professional services as specified above. Responses should demonstrate the firm's ability to meet the government's requirements. Responses are required within 15 (fifteen) calendar days from the publication date of this notice. Synopsis NLM 01-125/SAN shall be referenced in all responses to this announcement..
