This is a fully integrated effort. The contractor must be able to provide the full range of services and 100% of material in order to meet the Government's requirement. The contractor will provide technology insertion, obsolescence management and test cell upgrades in support of reliability improvements and increased flight hours for the engines. They will provide AMCOM Depot Maintenance engineering with technical and engineering assistance and assist and advise CCAD in establishing commercial best practices in the areas of production planning, production control, material management and process engineering. This effort also requires that the contractor develop overhaul and workstation kits and provide logistical support functions in the inventory management of the parts and the material required by CCAD in the overhaul/repair of the T700 family of engines in order to streamline CCAD engine production and reduce repair cycle times to 90 days. The logistic support functions include supplying 100% of the parts required for CCAD to overhaul the T700 family of engines. Complete and adequate data is not available to support full and open competition. This is sole source procurement to General Electric Aircraft Engine, 1 Neumann Way, Cincinnatti, OH 45215, who alone has the background design knowledge, experience, data, and/or equipment to support technical, engineering, material, and modernization capability required by this effort. All responsible sources may submit a proposal, which shall be considered by the agency.
