Description
The United States Environmental Protection Agency (US EPA), Office of Atmospheric Programs (OAP), Climate Protection Partnerships Division(CPPD) anticipates conducting a full and open competition to award single award definite-quantity, level of effort, cost reimbursement contract for CPPD's ENERGY STAR Programs. The contract is anticipated to have a 15-month base period with four (4) one-year option periods for a total potential period of performance of sixty (63) months. The total requirement will be for a level of effort of 513,000 hours including the base and option periods. The applicable North American Industry Classification Code (NAICS) is 541620 "Environmental Consulting Services" with a size standard for small businesses of $5.0 million. The formal solicitation is not available at this time, however it is currently anticipated to be released on or about 25 MAY 2001. Proposals will be due 30 days after release of the formal solicitation. The proposed solicitation supports the Office of Atmospheric Programs, Climate Protection Partnerships Division by providing analytical and technical services to support Energy Star in improving the energy performance of businesses and organizations. These activities include developing strategies for achieving the overall goal of reducing greenhouse gases by engaging specific businesses, institutions and industries, through voluntary private-public partnerships and market-based initiatives, to increase the market penetration of Energy Star for commercial, industrial and public buildings, labeled products, and homes. These initiatives will seek to provide a focused strategy in guiding commercial, institutional and industrial partners to toward superior energy performance. This support shall include the necessary personnel, material, equipment, services, and facilities to perform work in the following task areas: market analysis, marketing & communication outreach, creation of strategic alliances in the marketplace, web strategies, interaction with organizations in the ENERGY STAR community, and other activities that support the goals of the ENERGY STAR programs. The solicitation, bidder's list, amendments, procurement updates and other related information and items will be posted on the Internet and downloadable from the website listed below as they become available. The initial posting of information on the EPA web site should take place on May 11, 2001. Interested parties are advised to periodically monitor the website for updates concerning this procurement. Telephonic requests or inquires will not be taken. If Internet capability is unavailable, interested parties must submit an E-mail or written verification stating this fact to Debbie Miller so that hard copies of downloadable information may be provided. Only one copy of each available document will be issued to any corporate entity.
