Description

17. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6. The solicitation is for 7,612 metric tons (MT) of F76 or Marine Gas Oil to be delivered by Pipeline as Ships' Bunkers at Tromso, Norway, Item 200-61, under Purchase Program 1.3A. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. F76 is preferred; MGO is an acceptable substitute. This is being issued as a Request for Proposal. All applicable terms and conditions of solicitation SP0600-01-0113 are being incorporated by reference. This solicitation document and incorporated provisions and clauses are those in effect through FAC 97-25 and DESC CI 01- 10. This is being solicited under Full and Open Competition. The NSN is 9140- 01-417-6843, SPEC C16.23-2/52.246-9F/AQ, for COMMERCIAL MARINE GAS OIL/61, and the NSN is 9140-01-447-1031, Product Code B76, SPEC C16.23-4152.26-9FBK for F- 76. The delivery dates and quantities are: 27 July 01, (2,854 MT); 01 Oct 01 (3,172 MT) and 07 Nov 01 (1,586 MT). These dates and quantities are estimates only, actual quantities will appear on the order. This is being issued as a Firm-Fixed Price Requirements contract; Clause B19.19-1 does not apply. Offers will be evaluated for lowest price per MT for product. Award may be made without discussions. This solicitation contains no SB/SDB nor Hub-Zone set asides nor evaluation preferences. Offerors must submit the Certifications required by the Master Solicitation.
