Description

The Navy intends to negotiate a Basic Ordering Agreement (BOA) on a sole-source basis with Raytheon E-Systems Inc. of Greenville, Texas for a not-to-exceed amount of $3,000,000. The BOA will cover a three-year period and include line items for logistics and engineering support, repairs, and/or upgrades of unique Weapons Replaceable Assemblies and Shop Repairable Assemblies relating to the EPR-165-0000-X and EPR-208-0000-X Signal Processors. Procurements under the BOA will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the proprietary information of Raytheon E-Systems and the duplicative cost to the Government to utilize another source to satisfy the Government's requirements. This synopsis will satisfy the BOA requirement to issue a synopsis for job orders on a semi-annual basis. See Commerce Business Daily numbered Notes 22 and 26.
