Enhanced Area Air Defense (EAAD) Science and Technology Request For Information VOLUNTARY REQUEST FOR INFORMATION: The information provided in response to this Request for Information (RFI) is strictly voluntary and in no way will bind the government. In January 2001, the Commandant of the United States Air Defense Artillery School chartered the Air and Missile Defense Battle Lab to establish and lead an Enhanced Area Air Defense (EAAD) Science and Technology (S&T) Integrated Product Team (IPT). The purpose of the EAAD S&T IPT "is to acquire information on the multitude of diverse technologies having the potential to satisfy all or part of the EAAD mission needs and propose alternative system concepts in response to those needs". The EAAD is an initiative to directly counter in-flight rockets, mortar, and artillery (RMA) projectiles; reconnaissance Unmanned Aerial Vehicles (UAVs) used to provide targeting information for RMA; and to provide cost effective kill mechanisms for RMA and all other elements of the ADA target set. To support the conduct of the EAAD Science and Technology Integrated Product Team (IPT), the United States Army Air Defense Artillery School, Director of Combat Developments, Air and Missile Defense Battle Lab (AMDBL) is seeking voluntary information from government and industry agencies addressing active defense system concepts, capabilities and relevant previously completed work that addresses the EAAD primary and secondary threat set. The primary threat includes Rockets, Artillery, Mortars and Unmanned Ariel Vehicles (UAVs), and the secondary threat consisting of Rotary Wing Aircraft, Cruise Missiles, TASMs, and Fixed Wing Aircraft. The proposed system concepts may be existing systems, existing systems that could be optimized with specific modifications to address these threats, systems under development or proposed future notional systems. This information will support the development of System Concept Alternatives for studies, Operational architectures, modeling parameters for analysis, science and technology availability assessments, and strategy to support the development of science and technology plans designed to focus US Army S&T resources. To clarify our voluntary information request, we ask that information be provided on proposed and/or notional system concepts to satisfy all or a subset of the EAAD mission needs and expected operational and performance data associated with those system concepts. System concepts may include, but certainly are not limited to; lasers, high power microwaves, multi role sensors, electromagnetic guns, hyper velocity rockets, missiles, advanced C4ISR components, rapid fire guns, etc., either singularly or in combinations mounted on Army common platforms. We have posted the current version of the EAAD Operational and Organizational Concept, the Technical Parameters Information, the Request for Threat information, Request for Scenario information, and Request for EAAD CEP report at the following website: http://147.71.210.21/dcd/AMDBL/AMDBL.htm . Due to the sensitive and classified nature of the Threat, Scenario, EAAD CEP report information a by name request for this information must be provided. In addition to specific system capabilities, cost, schedule, risk assessments and approaches on the integration of active defense systems are also desired. Finally, recommendations on technology development plans, where applicable, are desired to support the focusing of Army active defense science and technology development and to provided recommendations on Air Defense Future Operational Capabilities (FOCs), Objective Force Capabilities (OFCs), Science and Technology Objectives (STOs), Advanced Technology Demonstrations (ATDs) and Advanced Concept Technology Demonstrations (ACTDs). Where possible, it is desired that information be submitted electronically to ease the development of the science and technology recommendations and final report. Please provide your responses within sixty days of this posting. After review and consideration of the information provided we will schedule a series of meetings where submitters can discuss the information they provided with the IPT members. Special care will be taken to safe guard proprietary, sensitive, and classified information. Please ensure that all the information provided is properly marked.
