Description

The Fleet and Industrial Supply Center Philadelphia intends to = issue a=20 solicitation for a cost plus fixed fee indefinite delivery indefinite = quantity=20 contract for engineering and technical services for NAVSHIPSO = Philadelphia,=20 PA. The contractor shall provide engineering and technical services in = support=20 of current and future navy shipbuilding, ship modernization, overhaul,=20 alteration, maintenance and repair programs. The development of = shipboard and=20 shore based maintenance facility requirements including equipment, = manning,=20 shop layout, and integration will be required including providing = support for=20 industrial plant equipment procurement and installation. Services will = be=20 required to support overhaul, installation and testing of all shipboard = equipments and systems. The contractor shall be capable of providing=20 engineering, reverse engineering and prototype design and production = services,=20 industrial data base planning, identification of overhaul repair = materials, on=20 board repair parts (OBRP) inventory and scheduling services including = all=20 shipboard systems overhaul, installation, repair and testing support. = The=20 review, update and development of design and installation drawings, = SHIPALTS,=20 Alteration Equivalent to Repair (AERs), technical repair standards, = technical=20 manual, test plans and procedures for shipboard systems, support = systems and=20 related land-based systems will be required. Specific ship types or = classes=20 involved in these efforts shall be as specified in individual delivery = orders. =20 This work will be performed shipboard, at designated government = facilities, and=20 at the contractor's facilities. This solicitation is issued in = accordance with=20 FAR 6.1. A twelve-month base period (comprised of 127,400 hours) and = four=20 twelve-month option periods (each comprised of 127,400 hours) are=20 contemplated. Offerors shall be required to submit cost and technical=20 proposals. All responsible sources may submit a proposal which shall = be=20 considered by FISC NORFOLK DET PHILA.
