- This is a sole source solicitation for commercial items. The NAICS is 532490. This serves as notice that San Juan VA Medical Center intends to negotiate with Daxor Corporation under authority of FAR 6.302 lease to purchase a semi-automated analyzer that performs blood volume analysis and red cell volume analysis for Nuclear Medicine and all consumable. Daxor Corporation shall submit: (1) lease to purchase proposal monthly lease price (2) and price of equipment should the Government elect to purchase at a later date, prior to expiration of the lease-purchase agreement. The lease shall cover the specified period of time at constant rate of payment. A portion of the rental payment shall apply toward the cost of purchase. (3) Specifying the latest date such an option may be exercised by the Government and how much of the lease cost already paid by the Government may be applied against the purchase price quoted (4) Quoted price for lease FOB Destination. Should the Government elect to purchase the equipment it will include unlimited software upgrades at no additional charges during the first five- (5) years of the instruments life. (6) In addition, Daxor Corporation proposal shall included a list of consumable and prices. The estimated lease to purchase period is from time of award until September 30, 2001. This type of lease-purchase agreement is cancelable at any time. The system shall provide the capability for accurate tracer injection, sample collection, measurement and analysis of human blood samples for the purpose of calculating and reporting human blood volume. The blood volume analyzer must be able to compute a five-point blood volume, red cell volume, plasma volume within 45 minutes using duplicated patient samples, duplicated patient controls and duplicate standards. All calculations must be automatic. The blood volume analysis must be a "walk-away" process, once samples are loaded. The system must include a centrifuge that is able to separate the red cells from the plasma within two minutes of centrifugation. Responses will not be considered as either a proposal or bid. This is not a formal solicitation. This synopsis is not considered a request for proposal or quotation. No solicitation document is available and telephone request will not be honored. No contract will be awarded on the basis of offer received in response to this notice but will be used to determine if a comparable source of offerors are available and more advantageous to the Government. Response(s) must be accompanied by clear and convincing evidence that comparable item(s)/services is/are available. If no affirmative written response(s) are receive within 10 calendar days after publication of this notice, the purchase will be awarded without further notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government.
