Description
The National Institute for Literacy (NIFL) is conducting a market survey to request information to determine potential costs associated with the production of an instructional video. NIFL expects a small purchase, simplified acquisition approach to this requirement. NIFL would expect the contractor to have the expertise to produce a 45 minute -1 hour color video that would draw from both existing footage (if available) and/or new footage. The video will serve to accompany a layman's guide to the National Reading Panel's (NRP) report "Teaching Children to Read, An Evidence-Based Assessment of the Scientific Research Literature on Reading and Its Implications for Reading Instruction." The video, along with the layman's guide, will summarize the findings of the National Reading Panel's report in easy-to-follow, non-research language in a format designed to aid classroom instruction. The video will illustrate how the findings can be used in the classroom and also show the implications for teachers working with children by demonstrating teaching strategies highlighted in the guide that are consistent with the findings of the NRP. NIFL will also require a narrator for the video and a reading specialist (to make sure that the content is consistent with the evidence in the NRP). NIFL requires that this video be produced by January 2002. At this time, NIFL is not requesting a proposal but is requesting technical and pricing information for the following services: -- Producing a 45 minute 1 hour instructional, color video in VHS and/or digital format. (Using existing footage and/or new footage) -- Editing and choreographing the video to fit the needs of the NIFL. -- Developing a script and outline for the video, based on content of the layman's guide and the National Reading Panel reports and video. -- Providing one narrator for the video. -- Providing one technical content individual who has expertise in scientific research processes, reports, and reading instructions. -- Accomplishing the aforementioned no later than January 2002. All technical and pricing information must be received by 5/25/01. Please provide technical information in outline format not-to-exceed two pages and one page for the pricing information regarding the services requested.
