PART: U.S. GOVERNMENT PROCUREMENTS SUBPART: SERVICES CLASSCOD: E -- Purchase of Structures and Facilities OFFADD: USDA, ARS, FMOD, Purchasing Section, 10300 Baltimore Ave, Bld. 003 Room 321, Beltsville, Maryland 20705-2350 SUBJECT: PURCHASE AND INSTALLATION OF (2) MCQUAY MICROTECH CONTROL PANELS, SOL 11201010-356, DESC: The U.S. Department of Agriculture intends to noncompetitively negotiate with McQuay Service, 8055 Penn Randall Place, Upper Marlboro, MD 20772 to supply all labor, material, parts, supervision and equipment to furnish and install two (2) Mcquay Microtech Series 2000 microprocessor panels for two (2) existing Mcquay centrifugal chillers in USDA Building 007, Beltsville, Maryland 20705. The model number of the two chillers is PEH063. The work includes demolition of the existing panels, hardware upgrade, installation of panels and sensors, proprietary software, system set-up, programming and training. The software to be furnished must be the proprietary software furnished by McQuay for the Microtech Series 200. The installation includes the microprocessor and the operating software for the microprocessor. Control Panel shall monitor all safety conditions and importing operating parameters. This proposal includes disconnecting and removing the (2) existing chiller control panels, also includes furnishing and installing a lube box which contains the capacity control operation and the oil safety controls. McQuay is considered to be the one and only responsible source to satisfy this requirement because they have the proprietary rights over the software. Contractor shall submit all wiring diagrams and operation and Maintenance Manuals prior to completion of the project. All Contractor work shall be in accordance with these USDA Specifications, BARC Special Conditions, all cited codes, applicable local building codes, the National Electric Code and all work will be monitored and inspected by USDA, ARS personnel. However, any interested/qualified source who believes they can provide the required service and materials may respond, within 14 calendar days from the publication date of this synopsis. All such responses will be evaluated in order to determine the ability to meet the above stated capabilities. Responses shall include information corresponding to the required service which demonstrates the capabilities of the offerors ability. This requirement is unrestricted. This notice may represent the Governments's only official notice of this procurement. Award will be made using Simplified Acquisition Procedures. The solicitation number is issued as a Request for Quotation (RFQ) and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 97-21. Delivery is FOB destination. Delivery and installation is required within 90 days after award. All quotes and questions are due in writing by fax to 301/504-0333 or by mail to address above. Anticipated award date is May 31, 2001. The following FAR clauses and provisions apply: FAR 52.212.1, Instructions to Offerors-Commercial Items; FAR 52.212.2 Evaluation -- Award to a technical acceptable offeror at a fair and reasonable price; 52.212.3 Offeror Representations and Certifications-Commercial Items, and FAR 52.214.4 Contract Terms and Conditions -Commercial Items. The following FAR clauses in paragraph (b) of FAR 52.212.5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial items will apply to the resultant contract: 52.222.26, 52.22.35, 52.222.36, 52.222.37.
