- Description
- The U.S. Department of Commerce/International Trade Administration/Special American Internship Training Program (SABIT) Program has a requirement consisting of administering two training programs in energy efficiency for managers and scientists from the Russian Far East. The development and commercialization of new technologies is one of the keys to Russian economic growth and engagement with the global economy. Technology commercialization can spur economic growth by creating high value-added products and services, new industries and jobs, and exports. The first program will provide scientists with training in manufacturing standards that will enable them to adapt internationally acceptable manufacturing procedures, thereby opening new markets for their pharmaceutical products. The applications will be disseminated to the Vector Institute in Novosibirsk, Russia and, working in conjunction with other United States Government (USG) agencies, select the top 18 who will receive a four week training program in the United States including Good Manufacturing Practices course work, followed by site visits to appropriate manufacturing facilities. The second program will provide Russian scientists with skills to assist them in commercializing technology including: how to assess their technology, how to write a business plan, and how to market their technologies in the West and/or establish contacts with potential customers. This program will provide training and marketing opportunities to a selected group of scientists with promising technologies. Working with the Department of Commerce and other USG agencies, the offeror will develop a training program in marketing and public outreach for the Russian scientists and engineers with novel technologies. The offeror, in conjunction with the U.S. Government, will select scientists and engineers for training in the United States in marketing and public outreach, helping them develop marketing plans for their technologies, and linking them with American companies through trade and professional shows, as well as direct meetings. The program will provide for U.S. training to scientists from the Vector Laboratory in Good Manufacturing Practices (GMP) followed by appropriate site visits to manufacturing facilities. The second program will be to develop and implement a program to train and assist scientists and engineers from Russian private and non-profit science sectors in technology commercialization as well as identifying U.S. partners for their projects. Offeror's shall be capable of developing a comprehensive training program in GMP followed by site visits to reinforce the theory that the group has learned in the training program, the ability to Identify and Coordinate Appropriate Marketing Opportunities in the United States for Russian Scientists to market their technologies, Scientific-Technical Knowledge of Russian science and scientific organizations, the ability to run competitions in applied and commercial scientific Research in Russia. In addition to the above, potential offeror's shall possess the ability to evaluate the commercial potential of Russian technologies in Domestic and Western markets, and possess knowledge of the economies of the former Soviet Union, as well as a working knowledge of Russian. Additionally offeror's shall be capable of developing Commercial Technology-related Training Programs for Russian Scientists, and possess extensive knowledge of U.S. Export Control issue and the ability to monitor program participants for adherence to U.S. export control requirements.
