- U -- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is DAKF06-01-T-0044 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-25. This will be a 100% small business set aside (NAICS: 611692, size standard $5.0M). Responses should be quoted in accordance with the following: CLIN 0001, Quantity = Lot, Military Defensive Driving Course. Train up to 30 people. Classroom and behind-the-wheel training in the following areas: 1. Classroom/hands-on instruction on urban route planning, pit maneuver and ramming; 2. Proactive mindset, avoidance through awareness/decision-making; 3. Identifying effects, attitudes and emotions; 4. Identifying human factors; 5. Threat analysis; 6. Self, two and three line recovery techniques for SUV and HMMWV; 7. Countering ambushes; 8. Passing, ditching, riots and countering intervention by others; 9. Vehicle dynamics of SUV and HMMWV; 10. Performance driving techniques, vehicle control;11. Contributing factors to collisions; 12. Basic and intermediate 4X4/off road driving; 13. Basic motorcade, counter ambush teams, and cover & evacuate. The government will provide 8 HMMWVs, classroom including dry erase board with markers, laptop computer with Windows 95 or higher, Microsoft Powerpoint 97, CD ROM capability, external 100mb Iomega zip drive, Powerpoint projector, extension cords, surge protector. The contractor will provide all other course materials, equipment, and supplies, including 6 SUVs, insurance, and training area for the behind-the-wheel portion of the training. Training will be provided during the period 20-23 May 01, at Fort Carson, CO. The provision at FAR 52.212-1 Instructions to Offerors Commercial Items and FAR 52.212-4 Contract Terms and Conditions are applicable to this solicitation. Offerors shall include with their offers a completed copy of the provision at FAR 52.212-3 Offeror Representations and Certifications Commercial Items. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (02/2000) is hereby incorporated by reference, the following clauses are applicable and incorporated by reference: 52.222-221 Prohibition of Segregated Facilities, 52.222-26 Equal Opportunity, 52.222-35 Affirmative Action for Disabled Veterans of the Vietnam Era, 52.222-36 Affirmative Action for Workers with Disabilities, 52.222-37 Employment Reports on Disabled Veterans and Veterans of the Vietnam Era, 52.222-41 Service Contract Act of 1965 as Amended, 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration and 52.232-36 Payment by Third Party. The FAR clause 52.219-6 Total Small Business Set-Aside and DFARS clause 252.204-7004 Required Central Contractor Registration, DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, DFARS 252.225-7001 Buy American Act and Balance of Payment Program are applicable to this solicitation.
