Description

NASA/HQ plans to support a year-long training course entitled "Leadership Choices" by Cindy Zook and Associates, in suport of NASA's Professional Development Program. The authority is only one responsible source 10.U.S.C.2304(c)(1). This procurement is being conducted under the Simplified Acquisition Procedures (SAP). This course provides a unique result-based leadership model entitled "Leadership Choice's". The "Leadership Choices" model forms a framework for the participant's leadership development work throughout the program year. This model frames leadership as a set of choices made to align participants as leader, to identify results, and to set a course of action to achieve them. Cindy Zook and associates was one of the original creators of the original leadership choices model which has proven to be highly successful for NASA participants. This action is being processed as a sole source procurement. The Government does intend to acquire a commercial item using FAR Part 12. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified contract, their qualifications/capabilities. Such qualifications/capabilities will be used soley for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered non-responsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. An Ombudsman has been appointed. See NASA Specific Note "B".
