- Description
- Basile Baumann Prost & Associates (BBP), acting on behalf of the Air Force Center for Environmental Excellence (AFCEE), and the Air Force Space Command, is pleased to announce that a Pre-Proposal Conference for the Privatization of Military Family Housing at Patrick Air Force Base will be held at Patrick on June 5, 2001. The conference will be conducted at the Cocoa Beach Hilton and will begin at 08:00AM. Please visit http://www.bbpa.com/PAFB/PAFB_index.htm for more information. The anticipated release date for the official solicitation is May 21, 2001. BBP will be conducting the developer solicitation process by means of a two-step RFP process. Step One will request a Statement of Qualifications, and then a Request for Technical Proposals will be issued as Step Two, and only to down-selected (step one) "qualified" entities. The RFP contains both the submittals required under the Statement of Qualifications as well as under the Technical Proposal. In the first step, each prospective offeror (or offeror team) will submit written evidence of its qualifications, experience, references (past performance), and access to financial resources, and a brief summary of its approach to the Patrick Project. Please note that "Step One" proposals are due no later than 17:00, June 22 2001, at the offices of Basile Baumann Prost & Associates. The Patrick AFB project will involve the conveyance to the Successful Offeror of 960 housing units 274 acres situated on a barrier island along the Atlantic Ocean. In exchange, the Successful Offeror will demolish at least 756 units, construct a minimum of 348 new replacement units and renovate a maximum of 204 units. The Patrick AFB project is unique in that the Air Force is proposing to enter into a limited liability entity (LLC) with the Successful Offeror to achieve two objectives. The first is to plan, design, develop, renovate, construct, own, operate, maintain, and a manage a 552-unit rental housing development for Air Force personnel for a period of 50 years. The second is to provide the Successful Offeror portions of the South Housing Area site which are not required for Air Force use, so these areas can be privately developed in a manner which is compatible with the adjacent Air Force residential use. This transaction is not subject to requirements of the Federal Acquisition Regulations.
