Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is XQEQ04, and the solicitation is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-25. The associated North American Industry Classification System (NAICS) code 334516, which has a small business size standard of 500 employees, is applicable. This procurement is 100% small business set-aside. A firm, fixed-price purchase order is anticipated to result from the award of this solicitation. This procurement is for the acquisition of TWO multi-channel deployable nutrient analyzers for the Coastal Ecology Branch of the Gulf Ecology Division of NHEERL, located at 1 Sabine Island Drive, Gulf Breeze, FL 32561. The unit will be for in situ collection of information on the concentrations of dissolved nitrogen and phosphorus, along with chlorophyll a in estuarine and open waters. The specifications of the analyzer are: a) 3-channel nutrient analyzer capable of measuring levels of nitrate, phosphate, and chlorophyll a in estuarine and seawater samples. Modified wet chemistry methods should be used for determination of nutrient concentrations and fluorescence is preferred for the determination of chlorophyll a. The 3rd nutrient channel is requested to allow for the addition of other chemistries as they become available; b) capable of meeting or exceeding the detection limits listed. Nitrate (0.5 uM), Phosphorus (0.08 uM), Chlorophyll a (1.0 ug/L); c) analytical components shall be self calibrating, track performance, and capable of handling of stained waters and mixed salinity matrices; d) unit shall be self contained and user deployable from a small vessel down to a depth of 100 ft for a duration of up to 14 days with 1.0 hour sampling interval; e) unit shall be capable of being configured for real-time as well as unattended monitoring through a direct cabling or telemetry interface; f) software for operating and configuring the unit shall be user friendly. It shall allow for export of the data in an ASCII or spreadsheet format. The instrument shall communicate to a PC via RS232 interface; g) water sample input filters shall be easily accessible and changeable; h) instrument shall be provided with enough consumables to permit 1 -- 14 day deployment. Offeror shall provide a minimum of 2 days on-site training for the instrument and 1 day field deployment and recovery practical. Delivery shall be fob Destination, Gulf Breeze, FL, within 120 days after award. The following FAR provisions apply to this solicitation: 52-212-1, Instructions to Offerors -- Commercial Items. Award will be made to the offeror whose offer is the lowest priced, meeting all of the equipment requirements listed. All offerors are to include with their offer a completed copy of provision 52.212-3, Offeror Representations and Certifications -- Commercial Items. The following FAR clause applies to this acquisition: 52.212-4, Contract Terms and Conditions -- Commercial Items.
