Description

The Naval Aviation Depot, MCAS, Cherry Point, NC has a requirement for Sealing Tape manufactured by W. L. Gore and Associates, in Newark, De. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation number is M00146-01-Q-9018. (iii) This solicitation is issued as a Request for Quotation (RFQ). (iv) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-23 and Defense Acquisition Circular 98-24. (v) The NAICS Code is 325520 with a corresponding size standard of 500. (vi)A firm-fixed price type contract is anticipated. (vii) It is the intention of the Government to establish a firm-fixed priced contract from date of award for twelve months thereafter with two (2) twelve month option periods, which shall be exercised at the discretion of the Government. This firm-fixed price contract is for Sealant Tape. The Contractor shall furnish all sealant tape as necessary to fulfill the mission of the Naval Aviation Depot, MCAS, Cherry Point, NC. The quantities listed in the schedule are exact and represent the exact quantities required or ordering during the contract period. The following describes the items: Lot I, Base Year, Period of Performance: Date of Award 12 months thereafter. Clin 0001 Sealant Tape, P/N GUA1017-1,Description of Sealing Compound is as follows: Tape is 1 inch wide, temp range minus 266 Deg Celsius to 315 Deg Celsius, Color Gray, Basic Material: Preformed Teflon w/Acrylic adhesive, 100 feet per roll, the delivery schedule of 75 rolls to be delivered automatically per quarter will be scheduled at time of award. Total Qty 300 rolls. Clin 0002 Sealant Tape, P/N GSC21-80767-00, Description of Sealing Compound is as follows: Tape is 1.1 inch wide with four 0.09 inch. Ribs and one 0.14 inch rib and full width adhesive, color gray, basic material is preformed Teflon with acrylic adhesive, 100 feet per roll, the delivery schedule of 25 rolls to be delivered automatically per quarter will be scheduled at time of award. Total Qty 100 Rolls. Lot II, Option I, Period of Performance: 12 months thereafter. Total Qty 100 Rolls. (viii) The ship to address will be Naval Aviation Depot (NADEP) Receiving Officer, Bldg 159, Bay Door R4, MCAS, Cherry Point, N.C. 28533-0018. FOB point will be destination. Final inspection and acceptance to be at destination within 15 working days after receipt of material (ix) The following clauses and provisions apply to this solicitation: FAR 52.212-1, Instructions to Offerors-Commercial Items applies. Offerors are to include a completed copy of the provisions at FAR 52.212-3,and DFARS 252.212-7000 with their proposal. FAR 52.212-4, Contract Terms and Conditions applies FAR 52.212-5, Contract Terms and conditions Required to Implement Statutes or Executive Orders -- Commercial Items applies with the following FAR clauses in paragraph (b) and (c) which will apply to the resultant contract: FAR 52.203-6, Alt I; FAR 52.219-4; FAR 52.219-8; FAR 52.219-14; FAR 52.222-21; FAR 52.222-26; FAR 52.222-35; FAR 52.222-36; FAR 52-222-37; 52.225-18; 52.232-33; and FAR 52.247-64. Far 52.216-1 Type of Contract (Apr 1984)- Firm-Fixed Price and FAR 52.217-9 Option to Extend the Term of the Contract (Mar 2000) applies to this solicitation. The total duration of this contract, including the exercise of any options under this clause, shall not exceed thirty six months. DFAR 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items applies with the following clauses in paragraph (b) which will apply to the resulting contract: DFARS 252.225-7001; DFARS 252.225-7012; DFARS 252.225-7036; DFARS 252.243-7002 and DFARS 252.247-7024. (x) This requirement has been assigned a Defense Priorities and Allocations System (DPAS) rating of DO-A1B. (xi) Contract Award -- The Government intends to award a contract resulting from this solicitation to the low, technically acceptable offer. In accordance with FAR 15.304, past performance will be evaluated. Offerors shall contact the contract specialist for past performance questionnaires. The Government may (1) reject any or all offers if such action is in the public interest, (2) accept other than the lowest offer, and (3) waive informalities and minor irregularities in offers received. The Government may award a contract on the basis of initial offers received, without discussions. Therefore, each initial offer should contain the offeror's best terms from a cost or price and technical standpoint. Effective 01 March 1998, all contractors must be registered in the Central Contractor Registration (CCR) database as a condition of contract award. (xii) Offerors must acquaint themselves with the regulations concerning Commercial Item acquisition contained at FAR Subpart 12 and must ensure that all Representations and Certifications are completed and returned as called for in this solicitation.
