Description
1. Inspect, repair and overhaul the rotor-head assembly, Sikorsky p/n TGN15-01096-041, s/n 001 from Blade Balance Test Stand #2 (BBS#2), Corpus Christi Army Depot (CCAD). Contract to be awarded on or about 1 July 2001. All responsible sources may submit a quote which will be considered. 1.1 Scope -- The contractor shall provide all material, components, labor and technical expertise to inspect, repair and overhaul the rotor-head assembly per the manufacturer's specifications. FOB Destination Corpus Christi Army Depot. This will be a noncommercial item award. 2. Background -- Rotor-head assembly, Sikorsky p/n TGN15-01096-041, s/n 001 is part of CCAD's BBS#2 (whirl tower). The facility has been relocated from Naval Depot (NADEP) Pensacola to CCAD. NADEP overhauled the rotor-head in 1995 as a spare for the whirl tower, but the records were lost when the depot closed. It has been in open, inside storage since the overhaul. It may have internal corrosion, liner debonding and the wrong type of spindle bearings. It is similar to a Sikorsky H-53/54G and S64 style rotor-head, except it has only three sleeve and spindle assemblies. 3. Applicable Documents -- The following documents form part of the scope of work to extend the specified herein. Unless otherwise indicated, the issue in effect on the date of request for proposal shall apply. The government and Sikorsky drawings, manuals, specifications and information are proprietary. Requirements -- CCAD shall remove the rotor-head assembly from the main stub shaft and install it on a shipping fixture. CCAD shall remove the dampers, pitch actuators, swash-plate, scissors and related hardware to a sub-assembly consisting of the upper/lower hubs, sleeve and spindle assemblies, vertical/horizontal hinge pins assemblies and related hardware prior to shipment. CCAD shall crate the subassembly for shipment and provide transportation to the contractors facilities. 4.1 The contractor shall provide all necessary tools, fixtures, expendable items, lubricants, paint, fixtures, equipment and facilities to inspect, repair, assemble and test the rotor-head sub-assembly. The contractor shall replace all common hardware, seals, threaded inserts, gaskets and bearings. 4.2 The contractor shall disassemble the rotor-head sub-assembly, inspect all components for wear, corrosion, non-destructive testing (NDT), liner debonding and dimenstional requirements per the manufacturers' specifications. The contractor shall identify the type of forward bearing in the spindle assemblies. The contractor shall submit a quotation to CCAD after disassembly and inspection, if additional parts and repairs are required that are not within the scope of this document. 4.3 CCAD shall determine the level of additional repairs and the procurement of the parts. This may be an amendment to the contract or a separate procurement action. CCAD has the option of sending a technical representative to the contractors facility for a site visit to observe the inspection and overhaul process. 4.4 The contractor shall assemble, paint and test the spindles, rotor-head sub-assembly and related components per the specifications. 4.5 The contractor shall perform all disassembly, inspection, test and assembly procedures per the specifications in the Rotor-head Overhaul Manual, 00SPL-12757-A-0231, pages 4-1 through 4-393 (available upon requests) 4.6 The contractor shall install the sub-assembly on the shipping fixture, preserve, crate for shipment and provide transportation to CCAD. 5. Quality Assurance -- The contractor must be a current licensed, certified Repair Station sanctioned by the Federal Aviation Administration (FAA) and Joint Aviation Authorities (JAA). 5.1 The contractor must have prior experience, certification and a minimum of 10 years work history in the repair and overhaul of Sikorsky CH-53/54B and S64 rotor-heads and spindle assemblies. 5.2 The contractor shall perform all inspections and tests specified in the Rotor-head Overhaul Manual, SOP #00SPL12757-A-0231 including Table 4-3 and pages 4-386-393 and provide written documentation of all repair, overhaul, assembly and inspection processes per FAA and JAA requirements.
