- The U.S. Army Corps of Engineers intends to procure a new intake deck gantry crane for Bonneville Dam, Oregon. Request for Proposals (RFP) will be issued on or about June 7, 2001. The intent is to make an award to the offeror whose proposal, conforming to the RFP, will be most advantageous to the Government, price and other factors considered. Bonneville Dam is located on the Columbia River near Cascade Locks, Oregon. Work under this contract requires the design, fabrication, and F.O.B. delivery of one (1) complete 460-ton gantry crane. The gantry frame measures approximately 91 feet long x 84 feet high x 35 feet deep, 56 feet deep including cantilever, and runs on an existing rail spacing of 25 feet. The gantry has three independent main trolleys with 160-ton hoists each, with one of the main trolleys having an additional 7.5 and 10-ton hoists. The crane also has an auxiliary trolley that is mounted on a cantilever frame that has two 15-ton hoists. On the top of the gantry is a hammerhead crane with a 60-foot boom with two hooks of 10 and 5-ton capacity. Additionally the contract will include the design, fabrication, and installation of a conductor-collector power supply and a diesel generator set for emergency power to the crane. The specification requires the contractor to dismantle and remove the existing 70-year-old gantry crane. The performance period will be for a three-year period. The new crane shall be operational in August 2003. The existing gantry crane will be dismantled in April 2004. Solicitation is advertised as 100% small business set-aside. NAICS 333963, size standard 500 employees and FSC 3810. Solicitation for the BONNEVILLE FIRST POWERHOUSE INTAKE DECK GANTRY CRANE, DACW57-01-R-0020 will be available on or about June 7, 2001 on CD-ROM only. Plans and specifications will not be provided in a paper hardcopy format. Factors to be used to evaluate and select the BEST VALUE contractor: 1)compliance with the specifications; 2) past performance (includes at least 10 years prior experience in designing and fabricating cranes of similar size and complexity, and 3) price. Ensure offers include separate technical and price proposals for this project and address each evaluation factor. Technical proposals shall address: technical compliance with specifications, delivery schedule, design. Past Performance information shall include names, phone numbers, value of work performed, company name, and enough information to verify past performance history of similar projects in size/complexity. Contractors shall be registered in the Central Contractor's Registration (CCR) database to be eligible for award. Award will not be made unless CCR registration can be verified.
