- Description
- The Department of Veterans Affairs, National Acquisition Center is currently seeking sources that provide Home Health Care Services. These services shall include a wide variety of health care, i.e. skilled nursing and rehabilitation services as well as supportive services, i.e. homemaker/health aide services. The skilled nursing shall include services provided by Registered Nurses (RN's) and Licensed Practical Nurses (LPN's) and the rehabilitation services shall include services provided by physical therapists, occupational therapists and speech therapists. The homemaker/health aide services shall include light household duties such as laundry, meal preparation, general housekeeping and shopping and personal care services that include assistance with general activities of daily living (ADLs)such as getting in and out of bed, walking, bathing, toileting, and dressing. Responding sources should address their ability to provide these services on a national or regional basis and they shall address their specific geographic coverage area. It is the intention of the Government to make multiple awards for these services that will provide multiple vendor selection for various authorized Government agencies nationwide such as the Department of Veterans Affairs and the Department of Defense. Firm-fixed price contracts with economic price adjustments are contemplated. The anticipated contract period will be a minimum of 5 years. This announcement constitutes a sources sought notice and market research. Information obtained as a result of this synopsis is for information planning purposes only. This does not constitute a Request for Proposal (RFP) nor is it to be construed as a commitment by the Government. Interested sources shall respond to this notice by providing the following at a minimum: 1. Information regarding the types of homecare services provided commercially. 2. Information regarding the mechanics of how those services are provided. 3. Information regarding the terms and conditions that govern the commercial agreements. (A copy of a commercial agreement will satisfy this requirement) 4. Information regarding their normal geographic coverage area. 5. Information regarding how these services are priced commercially including any differentials for normal business hours vs. evening hours, weekends or holidays. 6. Information regarding any certifications and/or accreditations from various organizations that signify that certain national standards for quality care have been met, e.g. Joint Commission on Accreditation of Healthcare Organizations (JCAHO), the Community Health Accreditation Program, the National Committee for Quality Assurance, Health Care Financing Association(HCFA), etc. and 7. Any additional information that may be useful in determining how the home health care industry operates commercially. 8. Please address any current or anticipated concerns regarding the proposed contracting method i.e. multiple-award, firm-fixed price with economic price adjustment.
