Description

The Army Research Laboratory (ARL) has a requirement for a web based service. It is intended to contract on a sole source basis with Elsevier Science Direct for these services. The services shall include a platform fee that is an assessment based on the size of the user's community and will enable users to access the content via the Science Direct website. The ARL users will be approximately 1600 researchers and engineers from various sites. The deliverable content will be web delivery of an aggregated set of 110 full-text journals as well as abstract and citation level information from 1100 other journals in the scientific and technical disciplines (the Science Direct database). The content fee associated with this will be based on the percentage of the total cost of printed subscriptions. Interested persons may identify their interest and capability. Information received will be considered only for the purpose of determing whether to conduct a competitive procurement.
