Description
The U.S. Department of State (DOS), Office of Logistics Management, anticipates issuing Basic Ordering Agreements (BOA) to four or more qualified firms to provide RF, acoustical and RF and acoustical, shielded enclosures (RFSE, ASE and RFASE, respectively) . The BOA's will be awarded for 3-year performance periods. These shielded enclosures (SE) are for new or renovated buildings at various overseas locations. The successful firm(s), shall be responsible for the complete design, fabrication, packing, crating, shipment of bill of materials (BOM) to Government designated location, installation and pre-qualification. All test equipment and tools needed to complete installation and pre-qualification testing shall be provided by the successful firms(s). The Government shall provide the services of an independent test firm for qualification and acceptance testing. The successful firm(s) shall be included on an A/FBO approved list of SE vendors as part of construction contract for new buildings or major renovation of existing buildings. Firms shall be considered for selection using the following evaluation criteria (100) Professional qualifications necessary for satisfactory performance of the required services. This includes, but is not limited to, education and qualifications of engineering and installation personnel who will work on this BOA. (25 points). Specialized experience and technical competence in enclosure(s) that meet (or exceed) the radio frequency (RF) attenuation requirements of NSA Specification 94-106 (superseding 65-6), NSA Specification 89-01 or NSA Specification 73-2A (25 points). Specialized experience and technical competence in enclosure(s) that meet (or exceed) the acoustical requirements of NSA Specification 65-5, NSA Specification 89-01, or field sound transmission coefficient (FSTC) 50 as determined by ASTM E 336-90 (15 points).Capacity to accomplish the work in the required time. This includes the firm's current and future workload; the ability to accomplish the work with minimum oversight by DOS; an Organization Plan; an Internal Quality Assurance Plan which includes key personnel and their responsibilities and identification of the primary office that will have responsibility for projects and the staff assigned to that office by discipline (10 points). Specialized experience and technical competence in electrical systems (including power, fire detection/alarm, fiber optic isolators) HVAC and fiber optic penetrations (10 points). Past performance on contracts in terms of cost control, quality of work, and compliance with performance schedules. (Although previous or ongoing performance of a similar U.S. Government contract is not a requirement for firms responding to this solicitation, is such contracts have been performed, the offeror must have performed at a satisfactory level, at a minimum. For each project identified in the responses to evaluations criteria, provide the name, address, and current telephone number of client representative. (10 points). Previous experience with overseas projects and knowledge of international building codes and standards and construction practices (5 points). Total 100 Points. The successful offeror, must possess or be capable of obtaining a Secret facility security clearances. Secret facility clearances shall be required. Security clearances are issued in accordance with the National Industrial Security Program Operational Manual, DOD 5220.22-M, prior to award. Safeguarding capability for Secret classified information shall also be required. Contractor performing work under the Basic Ordering Agreement shall be required to possess minimum of Secret personnel security clearances issued by the Defense Security Service.
