Description

The Federal Highway Administrations plans to negotiate with Dr. Lawrence Klein to conduct a study entitled, ?Update of the Traffic Detector Handbook.? Dr. Klein performed a comprehensive review and evaluation of detectors for the Hughes vehicle detector study for Research and Development. He installed, operated, tested, maintained and evaluated numerous kinds of non-instrusive sensor technologies at a variety of climatic and geometrically differing sites. Because Dr. Klein is so familiar with this work and has extensive technical publication experience he is uniquely qualified to perform the required update. Therefore, no other source is considered reasonably available. This is a Simplified Acquisition and the anticipated award date on or about June 1, 2001.
