Description

Then National Institute of Standards and Technology (NIST) = intends to enter into a sole source contract with George Washington = University, 2121 I Street, NW, Suite 601, Washington, DC 20052, under = the authority of 41 U.S.C. 253 (c) (1)-only one responsible source. The = contractor shall provide skilled individual (s) to work with NIST staff = in performing design fabrication, post-processing of a test-bench on a = chip and characterization of the designed system on a chip (test-bench) = performance via computer interface. The work will involve the layout, = simulation, and fabrication of A-D converters and other relevant signal = conditioning circuitry. The work will involve the layout and = fabrication of fluidic, optical, and gas sensor structures to be tested = with the bench constructed. George Washington University has the unique = expertise necessary for this requirement. The George Washington = University has demonstrated in the past outstanding work in related = research areas as evidenced by their technical publications. The period = of performance shall be from August 1, 2001 to July 31,2002 with the = option for extension. The Government anticipates the award of a Firm = Fixed price contract on or about June 11, 2001. The proposed = requirement is for supplies or services for which the Government = intends to solicit and negotiate with only one source under authority = of FAR 13-106-1 (b) Soliciting from a single source. Written = responses to this synopsis shall contain sufficient documentation to = establish a bonafide capability to fulfill the requirement. A = solicitation is not available. See Note 26.****
