Description

Then National Institute of Standards and Technology (NIST) = intends to enter into a sole source contract with the Institute for = Physical Science and Technology, University of Maryland, under the = authority of 41 U.S.C. 253 (c) (1)-only one responsible source. The = University of Maryland Chemical Physics Program is uniquely qualified = for this work. The University?s key personnel acids are uniquely = trained in the background (statistical mechanics, optics, various, = microscope, physics, chemistry, surface science, theoretical and = computational methods) necessary for performing research on the photo- = and biophysics of single molecules, which is the focus of the proposed = work. The proposed period of performance will be from June 1, 2001 = through May 31, 2002, with the option for a second year ending at May = 31, 2003. The Government anticipates the award of a Firm Fixed price = purchase order. The proposed requirement is for supplies or services = for which the Government intends to solicit and negotiate with only one = source under authority of FAR 6.302 ?Circumstances permitting other = than full and open competition. The following statutory authorities = (including applications and limitations) permit contracting without = providing for full and open competition. Requirements for = justifications to support the use of these authorities are in 6.303. = Written responses to this synopsis shall contain sufficient = documentation to establish a bonafide capability to fulfill the = requirement.
