- Description
- The U. S. Department of the Navy, Space and Naval Warfare Systems Command (SPAWARSYSCOM), is planning to enter into Phase III of the Service Life Extension Program (SLEP) for the Naval Space Surveillance System (NSSS). Phases I and II were awarded as a result of a competitive solicitation N00039-00-R-2217 which resulted in three contracts; N00039-00-C-2217, N00039-00-C-2243, and N00039-00-C-2244. Phase III is for the design, production, installation and support of the modernization of the NSSS which will be upgraded from the existing FENCE VHF sensor and provide a technology refresh of the hardware, software, and information systems associated with the sensor, processing, command center, and network functional areas. The NAICS Code for this procurement is 334220. While the existing Sensor VHF RADAR system is a proven system and can be sustained, some components are reaching the end of their service life and need to be replaced. In addition, the National and Navy requirements for the sensor have changed since its development in the late '50s. The detection requirements now call for cataloging space objects as small as five (5) centimeters with a goal of one (1) centimeter, as compared to the existing systems limit of thirty (30) centimeters. Additionally, the requirements on location accuracy have been made more precise, as spelled out in the National Space Control Capstone Requirements Document and the Navy ORD. Thus, the primary objective is to increase the overall detection performance while modernizing the infrastructure still needed. Industry will be aforded the opportunity to have an exchange with the Government at industry day which will be held on June 6, 2001 at 10:00AM at Space and Naval Warfare System Center, Topside Building A33, Conference Center. Contractors interested in having access to the VPO for the first time must register at http://vpo.spawar.navy.mil, then click on first time registration (if contractor has no access to any SPAWAR VPO site) or register for additional site (if contractor has access to another SPAWAR VPO site) upon first sign-in. Each request will be reviewed and if appropriate approved by the VPO site administrator within SPAWAR PMW-156. A reading room to review classified documents will be set up on the East Coast (NRL) and the West Coast (SSC-SD). Information on this will be provided on the e-commerce site as soon as the reading rooms are set up. The draft solicitation is expected to be posted to the SPAWAR e-commerce site 8/8/01. The final solicitation is expected to be released on or about 8/23/01 with proposals due 10/06/01. The proposed contract award date for the Phase III requirement is 02/01/02.
