Description

The USDA, Agricultural Research Service, Avian Disease and Oncology Research Unit, East Lansing, Michigan, has the requirement for specialized custom fabrication work to complete the modification of 38 fiberglass isolator hard tops units and replacement parts. This Request for Proposal will have a base bid and two (2) deductive items with some government Furnished materials. Procedures under FAR 9.3 -- First Article Testing and Approval will apply to this acquisition with testing to be conducted by the Contractor at the Government facility. Schedule for the test unit demonstration will be negotiated at time of award. Government's desired delivery date for completion of the 38 units is 90 days after acceptance of the test unit. This is a synopsis for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Proposals are being requested and a written solicitation will be issued. Solicitation No. 5114-1-2003 is issued as a Request for Proposal and will be issued on or above 11 June 2001. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-25. NAICS Code is 332721 with a corresponding size standard of 500 employees applies to qualify as a small business. The solicitation is issued under full and open competition. A Pre-bid conference will be conducted on June 25, 2001 at 1:00 P.M. EST at the Avian Disease and Oncology Research Unit, 3606 East Mount Hope Road, East Lansing, MI. Attendance is mandatory to bid on this acquisition. Contractors not attending will be considered non-responsive to the RFP.
