Description
GLOBAL TRANSPORTATION NETWORK (GTN) 21. The Global Air Traffic Operations/Mobility Command and Control System Program Office (GATO/MC2 SPO) is issuing a Request for Information (RFI) to industry. THIS IS A REQUEST FOR INFORMATION ONLY. It is neither a Request for Proposal, nor solicitation, nor an indication that ESC will contract for these items. ESC will not pay for information received in response to this RFI. The objective of this RFI is to obtain market research data to assist in developing preliminary acquisition planning. The Global Transportation Network (GTN) Program Management Office (PMO) requests industry comments/opinions concerning the following: 1. The percentage of the GTN 21 system software that can be satisfied by Commercial Off the Shelf (COTS) and/or Non-developmental Items (NDI) purchases vs. any developmental effort required in GTN 21, Example: (Commercial Database Product would be a purchase vs. setting up the Commercial database structure would be a development effort), 2. A short description, less than one page, of any evolving technologies/innovations that you believe are applicable to GTN 21. For the purpose of this Request for Information, the GTN 21 system is defined in the draft GTN 21 Technical Requirements Document as currently published on the Electronic Systems Center's (ESC) Hanscom Electronic RFP Bulletin Board (HERBB) http://www.herbb.hanscom.af.mil/esc_opps.asp?rfp=R123. In addition, the GTNPMO is interested in the current software development capability maturity of potential offerors. Please provide a short synopsis of your company's (development group/site which would develop GTN 21 if awarded a contract) status with respect to the Software Engineering Institute's Software Capability Maturity Model (CMM). Specifically, describe what CMM certifications/evaluations/assessments your company has undergone, the method used and organization performing the CMM level determination, your company's current capability maturity level, and any plans your company has to improve its software processes with respect to CMM. An Acquisition Ombudsman, Colonel Joseph Magnone, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired.
