- Description
- The Air Force Office of Scientific Research (AFOSR) intends to = award a sole source contract with the National Research Council (NRC) = of the National Academies, 2101 Constitution Ave. N.W., Washington, DC = 20418, to perform the Resident Research Associateship Program (RRAP). = The RRAP provides highly qualified, Ph.D. scientists and engineers? = research experience in an Air Force laboratory setting. The selected = scientists and engineers receive a nationally recognized Air Force = sponsored award as a research associate and work under the guidance of = accredited laboratory advisors. The selected research associates may = receive one-year awards for up to three consecutive years. A minimum = of fifteen and a maximum of fifty research associates are planned each = year. A basic performance period of twelve months with nine optional = twelve-month periods is anticipated. The objectives of the program = are: (1) to provide highly qualified, Ph.D. scientists and engineers = with opportunities to perform research relevant to the United States = Air Force (USAF) at the Air Force Research Laboratory (AFRL) and other = designated AF research facilities; (2) to enhance the research = capabilities of the USAF through the participation of research = associates; (3) to stimulate professional relationships between the = scientific community and the USAF; (4) to provide a nationally = recognized, Air Force sponsored award for leading research scientists = and engineers; and (5) to provide an accreditation process for advisors = of research associates. To achieve the program objectives the = contractor must perform the following research support: =20 (1) attract and select highly qualified Ph.D. scientists and engineers = who have research experience relevant to the USAF; (2) award and = administer a minimum of fifteen and a maximum of fifty research = associates, Full Time Equivalents (FTE) per year, (3) maintain a = nationally recognized stature in science and engineering; (4) assemble = and oversee panels of recognized experts to review, evaluate, and rank = candidates? applications. Panel experts shall be recognized = authorities with scholarly credentials and previous experience in = research of interest to the USAF; (5) establish and maintain a = laboratory facility and advisor accreditation process for the RRAP at = AFRL and other requesting AF research facilities; and (6) maintain = familiarization with AF laboratories and the areas of research relevant = to the USAF. The contractor shall provide the personnel, facilities, = equipment, supplies, and other resources required to perform the = technical and administrative requirements. Unless adequate alternative = sources are found to meet the qualifications above and who are capable = of meeting the requirement, the Air Force will issue a non-competitive = solicitation to the NRC of the National Academies. Prospective = alternative sources must submit evidence substantiating that each of = the listed qualification requirements can be met. See numbered notes: = 22 and 25.
