- (BAA -- 014005 (Part 2 of 2) PROPOSALS: Technical proposals shall contain: (a) a description and sketches of the notional design with narrative demonstrating how it is likely to meet the requirement, (b) a statement of work, work breakdown, and schedule addressing the specific tasks and events required to achieve the objectives outlined above. (c) proprietary aspects per DFARS 252.227-7017. (d) pertinent physical and personnel resources, (e) past performance data for your five most recent research contracts. The total proposal length should not exceed 70 letter-size pages. The basic proposal shall not contain any classified material, but -- as necessary -- may reference a classified addendum. The program anticipates the initial contract lasting nine (9) months, with option one lasting an additional fifteen (15) months. Pricing must be supported per 52.215-20 -- Requirements for Cost or Pricing Data or Information Other Than Cost or Pricing Data Alternate III. Format: Excel spreadsheet with all formulas necessary to track from estimate and rate data through total price, Media: CD-ROM or diskette (Windows readable). Separate budgetary and schedule estimates are required for the basic contract and option. EVALUATION CRITERIA: Proposals will be evaluated by a scientific review. Per FAR 35.016(e), the primary basis for selecting proposals for acceptance shall be technical competence, importance to NUWCDIVNPT programs, and funding availability. Cost realism and reasonableness shall also be considered. Technical competence includes: a. Likelihood of the design meeting the requirements of Anti-Submarine Warfare (ASW), Mine Avoidance (MA), Ice Keel Avoidance (IKA), and Precision Underwater Mapping (PUMA), as described by UFBCA T/R Module Requirement Document, b. Likelihood of the proposed tasking to meet the schedule objectives, c. Minimal proprietary features, d. Maximum use of Commercial Off-The-Shelf (COTS) and Non-Developmental equipment and software e. Adequacy of resources, f. Past Performance. Because of the need to assess the proposals' functionality in IKA and PUMA, the Applied Research Laboratory of the University of Texas (ARL/UT) will assist in the evaluation. By submitting proposals, offerors agree to the release of their technical proposal to ARL/UT under the same limits as the Government.
