- Description
- The National Institutes of Health, Office of Behavioral and Social Sciences Research (OBSSR) intends to negotiate on a sole-source basis with Jos Escarce, M.D., Ph.D., Santa Monica, CA 90407, under the authority 41 U.S.C. 253 (c)(1) and FAR 6.302-1(b)(1) for preparing an analysis, using data from the Medicare Expenditure Panel Survey (MEPS), of racial differences in public and private health care expenditures for the Medicare population. This analysis shall include an assessment of the major expenditure components and an investigation of the extent to which public and private expenditures are driven by health status or other sociodemographic characteristics. The goal of this project is to expand our understanding of the economic implications of racial and ethnic health disparities in the U.S. Ultimately, OBSSR also hopes to encourage research activities related to the economic aspects of racial and ethnic disparities. Dr. Jos Escarce is a Senior Natural Scientist at RAND. Dr. Escarce graduated from Princeton University, earned a Master's degree in Physics from Harvard University, obtained his medical degree and doctorate in health economics from the University of Pennsylvania, and completed his residency at Stanford University. His research interests and expertise include health economics, managed care, physician behavior, racial and ethnic disparities in medical care, and technological change in medicine. Dr. Escarce has studied racial differences in the utilization of surgical procedures and diagnostic tests by elderly Medicare beneficiaries, and was lead investigator of a study of racial differences in medical care utilization among older persons. He was also co investigator of a study that used interactive videodisc technology to assess the impact of patient race and gender on physician decision making for patients with chest pain. Dr. Escarce is currently working on several projects that address sociodemographic barriers to access in managed care organizations, and is principal investigator of a program project entitled "Health Care Markets and Vulnerable Populations," which uses the MEPS and is funded by the Agency for Healthcare Research and Quality. Among other issues, the program project addresses racial and ethnic differences in access to and quality of medical care. Dr. Escarce is a member of the Institute of Medicine Committee on Understanding and Eliminating Racial and Ethnic Disparities in Health Care. Based on his expertise and experience in the field, OBSSR has determined that Dr Escarce is the only known source uniquely qualified to perform the required project. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This notice of intent is not a Request for competitive Quotations (RFQ), nor is an RFQ available. However, all proposals received within 15 days from the date of publication of this synopsis will be considered by OBSSR. *****
