- The Government intends to procure, on a sole source basis, under authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, and FAR 6.302-2, Unusual and compelling urgency, PN650454 MILES TOW Training Box and its associated cable, on behalf of the Southeast Regional Consolidated Administrative Support Unit, Panama City, FL from LaBarge, INC, 403 LaBarge St., Huntsville, AR 72740-1209. Delivery to Fort Hood, TX, no later than July 30, 2001. Item is proprietary to LaBarge. This is a combined synopsis/solicitation prepared in accordance with FAR 12, supplemented with information included in this notice. Technical description: This training box, when installed in a MILES equipped manual switch on the box, eliminates alignment error between the gun barrel axis and the integrated sight unit TOW sight reticle that is introduced when simulating the TOW with the laser transmitter mounted on the gun barrel. This box works by having the ISU track the gun in the TOW mode and by directing the gunner's hand controls to the gun in the TOW mode to eliminate the lag. It is deactivated by cycling turret power. Contractor MUST show capability of meeting the required delivery date for the entire amount, with option to award an additional 20% when required. Delivery time for initial shipment is not negotiable due to urgent requirements. This solicitation incorporates provisions and clauses at FAR 52.212-1, Instructions to Offerors, Commercial Items, and shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certification-Commercial Items. The Offeror shall provide its DUNS number and TAX ID number with its response. Clause 52.212-2, Evaluation-Commercial Items, applies to this acquisition, as does FAR 52.212-4, Terms and Conditions Commercial Items (May 1999), FAR 52.212-5, Contract Terms and Conditions Required to Implement Required Statutes and Executive Orders (May 1999), and others applicable and in effect through the current FAC 27. No Request for Proposals will be prepared or made available. Final award will be based on a combination of technical acceptability, ability to meet delivery requirements, past performance and price, with technical acceptability, ability to meet delivery schedule and past performance more significant than price. Award will be made to the offeror whose offer conforming to this synopsis/solicitation will be the most advantageous to the Government, price and other factors considered. Offerors shall provide technical information and a minimum of th4ree past performance references, preferably Government. Interested, responsible parties, who can meet the above requirement by the established delivery date, may respond to this synopsis/solicitation. If no offers are received from vendors capable of providing the above requirements by 6/8/2001 an order will be issued to LaBarge, Inc. for this requirement.
