Description
DESCRIPTION: Potential Sources Sought. This is not an RFP. = [Note: This sources sought was originally published 15 May 01 and is = being re-submitted in full due to technical difficulties experienced on = the FedBizOps homepage.] The Long Term Pavement Performance (LTPP) = program of the Federal Highway Administration (FHWA) is conducting a = market survey to identify potential sources who can procure, install, = operate and maintain weigh-in-motion (WIM) systems for collecting = pavement vehicle load data within the accuracy requirements of the LTPP = Traffic Pool Fund Study. Information on the LTPP program is found at = http://www.tfhrc.gov/pavement/ltpp/ltpp.htm. The WIM Systems shall be = installed, operated and maintained as a complete system. The = government has identified the following potential minimum requirements: = (1) The WIM system shall be a stand-alone system, in regard to = operation, requiring no attendance, designed to operate in up to four = lanes, 24 hours per day, 365 days per year; (2) The equipment will = allow the contractor to perform equipment diagnostics and adjustments = both telemetrically and on site, via a state-of-the-practice = windows-based laptop computer, with a complete documentation of any = adjustments made; (3) FHWA will be allowed to poll the WIM system and = perform diagnostics telemetrically on a daily basis; (4) The WIM = system, pavement smoothness, calibration and acceptance/validation = testing should comply with the draft specifications provided on the = LTPP Website (http://www.tfhrc.gov/pavement/ltpp/spstraffic/index.htm); = (5) Equipment and software shall be included for collecting, = processing, storing and transmitting collected data to a host polling = computer and locally, process information on vehicle speed, number of = vehicles, number of vehicles by vehicle class (scheme F, as per FHWA = Traffic Monitoring Guide) and weighing of trucks and buses; (6) The = system shall employ bending plate WIM sensors installed in each wheel = path, that are flush-mounted with the roadway surface and shall use a = system of sensors to provide the specified data; (7) Off-scale = detection shall be provided by either in-road sensors or software = algorithms with a 95% reliability; (8) The WIM system shall be capable = of storing a minimum of three days of traffic data. The Contractor = will provide 320 days of complete data that meets the LTPP quality = control and assurance tests. The contractor will calibrate and = validate each WIM site a minimum of twice each calendar year. This will = be a national project, with sites in as many as 32 states and may last = five years. The FHWA is seeking information on available and/or = proposed WIM systems from contractors who have experience with the = procurement, installation, operation, performance validation and = maintenance of the equipment specified or similar, and the construction = and grinding of Portland Cement Concrete pavement sections.
