Description

The National Marine Fisheries Service, Honolulu Laboratory is conducting research to find modified longline fishing methods which will reduce the incidental capture of sea turtles while allowing the fishery to remain economically viable. The Contractor(s), shall under ESA permit, perform experimental fishing operations in units of longline sets of 820 hooks and 42 miles of main line at a negotiated fixed price per set. Fishing will occur in the central North Pacific at a distance of 100 to 900 nautical miles from Honolulu Hawaii from December 1, 2001 through May 31, 2002. Two additional option years will be included. Five different categories of experimental fishing methods will be used. Offerors are encouraged to, but not required, to propose in all of these categories. Offerors will be required to present oral technical proposals which demonstrate understanding of and ability to perform the experimental fishing operations. This acquisition is 100% set-aside for small businesses.
