Description
The U.S. Agency for International Development, Global Bureau, Office of Women in Development, is in need of advisory and assistance services to support Phase II of its Women's Legal Rights initiative. Phase I of the initiative, focused on helping women understand and use the legal system to promote their participation in social and economic life, was implemented by a series of grants and cooperative agreements. Phase II of the initiative, which is the purpose of this procurement, will focus on democracy and governance, particularly with regard to rule of law and civil society programs. Some of the major issues to be addressed in Phase II include: legislative reform in areas of property rights, credit access, financial services, commercial law and the regulatory framework governing private enterprise; equitable interpretation and enforcement of the law; women's political participation; advocacy for women's rights; legal literacy; gender-based violence; and trafficking of women. A solicitation is planned for issuance on or about June 18, 2001. Up to three cost-plus-fixed-fee indefinite-delivery/indefinite quantity contract awards are anticipated to result from this procurement action. Two of the awards will be based on full and open competition; one of the awards will be set aside for a small business concern. The anticipated period of performance is three years, with two one-year options. Performance is expected to occur in both the Washington, D.C. metropolitan area as well as in developing countries. All offerors not qualifying for small business status will be required to submit subcontracting plans with their proposal, which is to include a small/small and disadvantaged business plan. Please know that all awards will be subject to the requirements of the National Industrial Security Program, Executive Order No. 12829, wherein awardees must meet the eligibility requirements for access to classified information at a level to be determined by the Agency. Copies of the solicitation (hardcopies or electronic versions in MS Word format on 3 1/2" diskettes) will also be made available upon request to the individuals noted herein. *****
