Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. This request for quotations RFQ-FPL-01-03 is for providing the professional services of an economist and/or market analyst to provide a pre-market strategy (as described) for the below use of 4-8" round wood material to be provided to the USDA, Forest Service, Forest Products Laboratory, 507 Highland Ave., Madison, WI 53705-2398. When responding to this request, please indicate on your outer envelope in the lower left-hand corner; "RFQ-FPL-01-03, DUE 06/24/01, 2:00PM". The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-17 (4/25/2000). They are located in Part 52 of the Federal Acquisition Regulations. They can be found on the Internet at the URL noted at the end of this notice. FAR Provision 52.212-1 (OCT 2000), Instructions to Offerors-Commercial Items, applies to this acquisition. NAICS code is 541613 with a size standard limit not to exceed $5.0 million dollars annual revenue to be considered a small business. This acquisition is a small business set-aside. Offerors shall include a completed copy of this provision at FAR 52.212-3 (MAY 2001), Offeror Representations and Certifications-Commercial Items, with their offer. FAR Clause 52.212-4 (MAY 2001), Contract Terms and Conditions-Commercial Items, applies to this acquisition. FAR Clause 52.212-5 (FEB 2001), Contract Terms and Conditions Required to Implement Statutes or Executive orders-Commercial Items, applies to this order and the additional clauses referenced in part (b) are items (11-15, 21, and 25). EVALUATION: Responses will be evaluated using simplified acquisition procedures (FAR 13.106-2). Selection will be made from the source, which in the opinion of the Government offers the best value. Note that award may be made without further discussions. The criteria will be TECHNICAL (capability of offered service to meet agency need with particular emphasis on marketing strategy for round wood.), PRICE, EXPERIENCE (supplying similar marketing campaign services to the forest products industry or research laboratories), and quality of PAST PERFORMANCE in the UT, MT, NV, and ID areas. Relative importance of the criteria will be determined on a "best value" basis by the government. RESPONSES SHALL ADDRESS ALL OF THESE AREAS. Offerors shall also submit a proposal indicating how they propose to accomplish the following requirement. -- -ITEM DESCRIPTION: The USDA Forest Products Laboratory requires a overall pre-marketing strategy for the use of 4-8" round wood material (round wood) which entails (1) Market share that can be captured in the beginning and in the future (2) Potential Sales volumes of round wood in UT, MT, NV, and ID (3) Types of products, services, and process that can be made from round wood (4) Target market for round wood (5) Type of branding for "round wood" (6) Round wood marketing feasibility study and (7) Opportunities for round wood. The types of distribution channels, description of the process involved, the type of customers and competitors in the regions, and recommendations to get started in each region, shall also be provided. Work shall be completed no later than 90 days after contract award, include a timeline in your proposal.
