Description
The purpose of this requirement is to prepare a document for budget and planning purposes to aid the States and local air pollution control agencies in developing rational current costs of starting, operating, and maintaining a monitoring network for ambient air quality pollutants. The last document prepared by EPA on monitoring costs was in October 1993(Guidance For Estimating Ambient Air Monitoring Costs For Criteria Pollutants and Selected Air Toxic, EPA-454/R-93-042, October 1993. www.epa.gov/ttn/amtic/cpreldoc.html). The assumptions and cost estimations provided in the 1993 document are now out-of-date. Once updated this document will provide guidance to EPA, Regional, State/local agencies and others by furnishing information to determine a reasonable and accurate estimate of ambient air monitoring costs. The contractor shall provide documentation of the cost estimates for an ambient monitoring network for air quality pollutants. The cost estimates shall include: capital costs associated with the purchase of air monitoring equipment for the criteria pollutants and PAMS sites; capital costs associated with the purchase of air sampling/monitoring equipment; costs associated with the installation and start-up of air monitoring/sampling equipment; routine cost of collecting samples, utilities, supplies, travel to and from site for sample recovery(particulate), labor hours; routine costs of analysis(particulate), filter weighing, inspection, contractor analysis(Pb); costs associated with data reduction, processing and reporting, daily and periodic data summaries, for both manual and telemetered systems; routine costs for maintenance and repair, quality assurance and supervision, data validation certification of calibration kits; equipment replacements costs, amortization schedule; instrument shelter, calculated for single monitor and prorated for several monitors in one shelter; monitor/sampler relocation costs; and Agency additional indirect cost adjustment. This is not a small business set-aside; however, NAICS code 541620 applies. The RFQ and any amendments will be available via the Internet at http://www.epa.gov/oam/rtp_cmd. It is estimated that the RFQ will be issued approximately 15 days after the date of this notice. Firms are encouraged to access the RFQ via the Internet. If you will be obtaining a copy of the RFQ via Internet, it will be your responsibility to frequently check the same site where the RFQ is posted for any amendments. Firms who do not have the capability to obtain the RFQ from the Internet, may submit a written request for a FAX copy of the RFQ from the contact point at the address above; however, only those firms who do NOT have the capability to obtain the RFQ from the Internet should request a FAX. FAXes will not be sent to those firms who have Internet access. If you request a FAX of the RFQ, you will receive amendments by mail, unless you notify us otherwise. Telephone and fax requests will not be honored. Only one copy will be FAXed to a corporate entity, regardless of the number of requests from one or more different geographic locations. All responsible sources may submit a quotation which shall be considered by the Agency.
