Description

The National Park Service, Philadelphia Support Office, is soliciting proposals for multiple Indefinite Delivery/Indefinite Quantity contracts for environmental and cultural compliance document services for the Northeast Region, encompassing over 80 National Park System units in Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, Virginia and West Virginia. Contractor shall provide all labor, materials, supplies and equipment necessary to perform professional preparation of environmental and historical compliance documents and develop and conduct public involvement events. Documents include Environmental Impact Statements, Environmental Assessments, documents addressing environmental statutes and Executive Orders, preparation of Section 404 of the Clean Water Act permit applications, development of measures to avoid or iminimize impacts and to mitigate for adverse impacts, summaries of public comments, proposed responses to technical questions raised in public comments, and Findings of No Significant Impact and Record of Decisions. These contracts will be issued for a one year base period with priced options for four additional years. The Government anticipates awarding to more than one contractor, but reserves the right to award to a single contractor. Evaluation factors for award include 1) Past Performance; 2) Specialized and Recent Experience and Technical Expertise; 3) Ability to Work within geographic area; and 4) Professional qualifications of the principal and key personnel. Estimated closing date for the solicitation is 13 August 2001. This procurement will be conducted as a Total Small Business Set Aside. The NAICS Code is 541620, Environmental Consulting Services, Size Standard -- $5.0 million average annual received for an offeror's preceding three fiscal years.
