Description

A Program Research and Development Announcement (PRDA) No. MNK-PRDA-01-0004 for the Processing Capability for Advanced Energetics Concepts is contemplated for release within 30 days. A Sources Sought Synopsis, Cite D-127 SN 50L3Y6, was published in the CBD on 9 May 2001. The overall program objective is to complete the design and development of a 500-ton pressing capability. This capability is required for the development of advanced and novel energetic concepts. A large remotely controlled pressing capability is required for these new materials including a spectrum of nanomaterials that are being considered for the development of advanced energetic concepts at the High Explosive Research and Development (HERD) facility. It will also facilitate the pressing of larger diameter explosive charges, which are needed for warheads and other items where density is critical. The Government is contemplating a single Firm Fixed Price contract. The estimated performance period of this effort is 12 months. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Officer, Contract Specialist, or the Program Manager identified below.
