Description

The U.S. Environmental Protection Agency (U.S. EPA), Office of Reserach and Development (ORD), National Center for Environmental Assessment located in RTP, N.C., under the authority of FAR Part 13, is seeking a qualified contractor to provide analytical scientific services in support of the St. Louis RAPS-RAMS (Regional Air Monitoring Study) study data, including data for PM mass (PM-2.5 and PM-15), X-Ray fluorescence analyses of trace elements, gas phase pollutants and meteorological parameters using Positive Matrix Factorization (PMF). This requirement includes: (1) using PM and gaseous pollutant data obtained during the period of the RAMS and the PM composition data to conduct PMF analyses, on a 24 hour basis, for the 10 RAMS sites; (2) forming composite 6 hour data sets from 2 hour data; (3) forming composite 24 hour data sets from 6 hour and 12 hour data; (4) discussing techniques for filling in missing data; and (5) and preparing a written report of the quality assurance steps taken and results of analyses. This requirement requires hands-on training, at the prospective contractor's location, including use of necessary computer hardware and software, to be provided for the two U.S. EPA staff members. Training will be conducted over a two week period and shall include instructional and computer labs. Training exercises shall include the analysis of both PMF unanalyzed and PMF analyzed source apportionment data. This requirement is a small business set-aside and the appliable NAICS Code is 541611.
