Description

NASA/GSFC plans to issue a Request for Quotation (RFQ)571-24639-709 for Maintenance and Technical Support for GPS Signal Simulator at Wallops Flight Facility. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Global Simulation Systems, Inc (GSSI). The Signal Simulator is a complex instrument manufactured by GSSI. The contract needs to be in place by June 30, 2001. The software and operations of the equipment are proprietary and not accessible to other potential vendors. Maintenance is only available from GSSI. The authority is 10 U.S.C.2304(c)(1), Only One Responsible Source. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 6/18/01. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications (PHONE CALLS) ARE NOT acceptable in response to this notice. All responsible sources may submit a quote which shall be considered by the agency. An Ombudsman has been appointed.
