Description

The National Institute of Standards and Technology (NIST) intends = to negotiate with the George Washington University, Department of = Electrical Engineering, Washington, D.C., on a sole source basis for = specialized technical assistance to meet the milestones of the = Linewidth and Overlay Standards for Nanometer Metrology Project. This = work will involve modeling, test structure and sensor design, = experiments, and data analysis on non-contact electrical methods for = linewidth determination. Deliverables shall be compiled experimental = results in the form of plots or graphs, a design review presentation = and report and a final report containing a detailed description of all = experimental work. Most of the work shall be performed on-site at the = Gaithersburg, Maryland site. The period of performance shall be one = year from date of award. This is a sole source with the George = Washington University because the University is the only one with the = expertise and familiarity necessary to meet the milestones of this work = within the time allotted. University research staff are considered to = be experts within the areas of integrated circuit device modeling, = simulation, advanced circuit design and MicroElectroMechanical sensors = which are the main task areas sought by this request. This order shall = be processed using Simplified Acquisition Procedures. A purchase order = shall be awarded approximately June 23, 2001. Interested parties may = identify their interest and capability to respond in writing. The = capability statement must provide adequate information to demonstrate = the ability to perform the required services. This notice of intent is = not a request for competitive quotations. However, the Government will = consider all responses received by the closing date. A solicitation = document is not available. See Note 26.
