Description
This is a best value source selection procurement under competitive negotiation procedures. The proposals will be evaluated based on the following criteria factors: FACTOR 1. CORPORATE EXPERIENCE-1A. Corporate Experience and 1B. Key Personnel. FACTOR 2. PAST PERFORMANCE 2A.Corporate. 2B. Major Subcontractors Performance. 2C. Safety Record- 2(C)(i).Experience Modification Rating (EMR)and(C)(ii). OSHA Incidence Rating. FACTOR 3. SUPPORT FOR SMALL AND SMALL DISADVANTAGED BUSINESSES -- 3A. Past Performance and 3B. Subcontracting plan effort. FACTOR 4. Management Approach and Schedule. FACTOR 5. Price. The contract will provide construction and improvements of Government facilities for Navy Exchange, Naval Amphibious Base, Little Creek, Virginia Beach, Virginia. This project is to construct 12,262 m2, two story main exchange for retail and services operations. Existing Building 3431 will be renovated and incorporated into the building complex. The new facility will be of structural steel with masonry construction, on concrete slab and pile foundation. The exterior finishes of this building will be masonry. Construction includes plumbing, HVAC, electrical, fire protection, elevators and escalators, and communications. Site work includes extension of various utilities to the building site, installation and alteration of a storm sewer system, landscaping, curbs, gutters, and paving. The contractor shall provide all labor, supervision, engineering, materials, equipment, tools, parts, supplies and transportation to perform all work described in the specifications. The approximate Solicitation Release Date is 14 June 2001. This solicitation is available in electronic format only. All documents will be in the Adobe Acrobat PDF file format on CD ROM. The free Acrobat Reader, required to view the PDF files, is provided on the CD or can be downloaded from the Adobe website. Drawings are additionally included in the generic TIF graphic format. A charge will be made for each CD. The cost is $12.50 for the CD. This price includes priority mail postage. These sets will be made available upon receipt of a written request, and a non-refundable check or money order made payable to the U.S. Treasury.
