- Description
- The Philadelphia District on behalf of the Marine Design Center intends to initiate a negotiated procurement to acquire a newly constructed, inland river style crane barge to serve the Mobile District in support of their Maintenance and Repair Mission on the Intracoastal Waterway. The barge shall be 165-ft long, 50-ft wide, and 11-ft, 6-in deep. It will be used as a floating platform for a king-post mounted SEATRAX crane that will be furnished to the successful offeror as Government Furnished Equipment (GFE) after contract award. The vessel shall be of all-welded steel construction and shall be dsigned, built, and classed to American Bureau of Shipping rules for Steel Vessels on Rivers and Intracoastal Waterways. The acquisition will be a competitive, "best value" procurement. The Government will award a contract to the responsible offeror whose proposal conforming to the requirements of the solicitation, will be most advantageous to the Government, price and other factors considered. Proposals will be reviewed for completeness and evaluated on their merit against the evaluation factors as follows: Technical factors (management, past performance and experience, technical ability) and Price factors (price reasonableness and price realism). The technical factors as a whole are more important than price; however, price remains a significant factor in determining the best value. The RFP (Request for Proposal) solicitation will be issued on (or about) 6/25/01. Solicitation documents will be furnished only on CD-ROM; hard copies will not be available. Offerors may view and/or download the solicitation and all amendments from the Internet at the following address: at https://ebs.nap.usace.army.mil on or after issue date of the solicitation; however the official media of distribution for this solicitation is the CD-ROM. One copy of the CD-ROM will be furnished to each offeror at no charge. REQUESTS FOR A CD-ROM MUST BE MADE BY REGISTERING ON THE INTERNET. NO WRITTEN OR FAX REQUESTS SHALL BE ACCEPTED. If any information changes during the advertisement period, offerors are responsible to make changes to their user profile on the Internet. Failure to make changes in their user profile may cause a delay in receiving the solicitation and amendments. Offerors are responsible for printing paper copies of the solicitation. Bonding is required. Liquidated damages will be specified. Award will be made as a whole to one bidder. All contractors must be registered in the DoDs Central Contract Register before award as required by DFARS 204.7300. Instructions will be included in the Solicitation.
