Description
This contract shall consist of one Indefinite Delivery/Indefinite Quantity contract primarily in support of Department of Defense projects, and other work funded by other U.S. agencies, at Redstone Arsenal, Alabama. The Contractor shall furnish all plant, labor, materials and equipment to perform all work in strict accordance with these specifications and Task Orders. The Contractor may be required to meet compressed schedules to deal with emergency or urgent requirements. Facilities will be identified in each Task Order. Work will vary from site to site and will require extensive knowledge of the functional operation relating to the efficient use of the facility, equipment, and facility support systems, and building structures. Since the facilities may be in full operation, the Contractor shall be required to minimize interference with the daily operation of the facility. The proposed contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) contract including a base year and two option years, each year with a maximum of $4.99M for a total contract value of $14.97M. Individual task orders under the contract will range from $80,000 to $3M. The North American Industry Classification System (NAICS) code for this project is 23320. Bid documents are available on or about 20 June 2001. Estimated cost of work is up to $5,000,000. Unrestricted. All responsible sources may submit an offer, which shall be considered. Bidders, subcontractors and Dodge Plan Rooms are required to self-register their firm or office on the Internet to download copy of solicitation. Registration instructions are available on the Internet at http://www.sam.usace.army.mil/. Neither telephonic, mailed, nor fax requests will be accepted. Those registering are responsible for the accuracy of the information on the mailing list. Registration must include the firms' physical address, telephone, a valid fax number and a point of contact. Registration should be completed one week prior to the issue date. All notifications of changes to this solicitation shall be made through the Internet only. It is therefore the contractors responsibility to check the Internet address listed above daily, for any posted changes to this solicitation. Actual solicitation amendments will be issued on the Internet for download to the aforementioned web page. The plans and specifications will be issued on the Internet only and will be provided free of charge. Plans and specifications will not be provided in a printed paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. Section 00010 (Bidding Schedule) shall be in electronic medium as well as paper medium. All other bid forms, bid bonds, and other normal documents required for the bid submittal, including amendments to the bid submittal, shall be in paper medium. Electronic medium for the bid submittal documents other than the Bidding Schedule) will not be allowed. Critical Path Method (Network Analysis System) is required. For this job, a small business is defined as having average annual receipts of less than $27,500,000 for the past three years. This solicitation includes bid options, which may not be awarded. Effectively Immediately: Presolicitation Notices will no longer be issued by the Mobile District for Projects in the Continental United States and Puerto Rico.
